Our ultimate directory of Windows PC executables.According to the official "Microsoft Learn" website, the utility makecat.exe (described as “Microsoft Trust Make Catalog utility”) is a command-line tool included with the Windows SDK that creates “catalog” files (.cat) used for verifying the integrity of a set of files (for example, drivers, troubleshooting packs, or applications) by storing their hashes in a signed catalog.
You would use it if you need to generate a catalog of file-hashes and then sign that catalog so Windows or an enterprise policy can trust that the files haven’t been tampered with.

The publisher of an executable is the entity responsible for its distribution and authenticity. Most processes/executables on your PC should be signed. The signature on the executable should have been verified through a third party whose job it is to make sure the entity is who it says it is. Find an unsigned executable? You should consider scanning any completely unsigned .exe on your PC.
