What’s GfxUI.exe (GfxUI)? Is it safe or a virus?

GfxUI.exe is the graphical user interface component of the Intel Graphics Properties legacy control panel. It provides the visual menus and settings that allow you to adjust your display resolution, refresh rate, color enhancement, and multiple monitor configurations for systems using Intel integrated graphics.

You have this file because your computer uses an Intel processor with integrated graphics and includes the older "Classic" version of the Intel Graphics Media Accelerator or Intel HD Graphics drivers. While newer systems have transitioned to the Intel Graphics Command Center from the Microsoft Store, this process remains the primary way to access hardware-specific display settings on many laptops and desktops to ensure you can customize how your screen looks and performs.

What does it mean if someone is the publisher of a PC .exe (executable or process)?

The publisher of an executable is the entity responsible for its distribution and authenticity. Most processes/executables on your PC should be signed. The signature on the executable should have been verified through a third party whose job it is to make sure the entity is who it says it is. Find an unsigned executable? You should consider scanning any completely unsigned .exe on your PC.
